Registration refreshed

The Queensland College of Teachers (QCT) has “refreshed” the provisional to full registration process and developed new guidelines.
The new process will commence in 2024, with information provided to schools, teachers, and universities across Terms 3 and 4.
The legislation requirements remain the same:
- acceptable teaching setting
- An assessment and recommendation report from the supervising principal, informed by evidence-based decision making, asserting that the teacher meets the standards to progress to full registration.
The new guidelines are clearer, outlining roles and responsibilities. They highlight the features of a supportive and developmental process. Importantly, there is no need for a “summative style” portfolio – the evidence can be cumulative and ongoing. For example, the principal or a HoD may have met once or twice to discuss the teacher’s planning, undertaken some observations, and participated in the APR process with the teacher, or had many other day-to-day interactions with the teacher. Other evidence might involve successful participation in an assessment and reporting cycle, written communication with parents, and engagement in community events. These can inform the principal and provide the evidence base to confirm the move to full registration.
The new guidelines provide examples of practice and evidence, but these are not intended to be used as a “checklist” or to indicate that all of the types of evidence outlined need to be gathered.
The QCT will be developing additional resources for the different roles involved, including a redesigned workshop to provide clarity to participants, and is working with education employers to make clear what these changes mean. The guidelines also include some case studies and highlight the features that are important in supporting beginning teachers.
