The QTU is seeking feedback on the memorandums of agreement (MOAs) from those members who work under them.
As a result of the 2022 certified agreement, the department and the QTU reviewed all MOAs and redrafted them to clarify their purpose, simplify and remove ambiguous provisions, remove duplication of legislation and/or other information (e.g. Directives), and replace any complex terminology.
Consideration will occur during the next round of bargaining in relation to the structure and form of the MOAs and what will suit members' needs the most.
Next steps
Throughout Term 4, the QTU will be consulting members covered under MOAs. This will allow them to provide feedback regarding the MOA they are covered by to assist the QTU during the negotiation period in 2025.

What is an MOA?
An MOA is created through consultation between the Queensland Teachers’ Union and the Department of Education if there is a gap or a need for transition in current industrial agreements impacting upon parts of the QTU membership. MOAs are often used to address unexpected issues or specific site needs, complementing existing awards and certified agreements. They serve to protect the workforce from excessive workloads and ensure members’ entitlements are safeguarded during transitions to teacher award conditions.
Where do MOAs apply?
Currently, the QTU and the department have a number of MOAs in place to support the working conditions of specific sites and discreet member groups. These include:
- instrumental music teachers/instructors
- outdoor and environmental education centres
- Queensland academies
- senior guidance officers and regional school sport officers
- teacher coordination - RATEP
- youth detention centres.
